In an effort to overturn the Santa Ana, Calif., City Council’s approval of a proposed downtown project that involves a 37-story office tower, opponents submitted 14,220 signatures this week to stop construction on what would be the tallest building in Orange County. The signatures now must be validated by the county registrar of voters, even though the deadline to place the office tower issue on the November ballot has passed.
