Tuesday, the Milwaukee Common Council approved a no-strings attached redevelopment plan, rejecting a hard-fought push to dictate whom developers could hire and how much they would be paid. The action ends an 18-month wait for a benefits agreement, which had held up the development plan for a 60-acre site on the north edge of town. The council approved the underlying development plan, which will become a blueprint for development of the area. Among the issues the vote included was whether the city should intervene to direct the community benefits in terms of wages and jobs, toward those deemed to need it most. http://www.jsonline.com/news/metro/jun04/237001.asp
