A former high-ranking New York City police official turned police chief in Hartford, Conn., as it turns out, does not need to be certified as a Connecticut officer to take over as chief. According to state statutes and provisions in the city charter, Patrick Harnett can, indeed, run the department without certification – something that would have taken months of class work and physical training.
