Utilities Analyst/Compliance Coordinator
The City of Unalaska, Department of Public Utilities is accepting applications for the position of Utilities Analyst/Compliance Coordinator for a well-established Utility in the number one commercial fishing port in the United States, the International Port of Dutch Harbor. Unalaska is a coastal community located in the Eastern Aleutian Islands with Multi-cultural population of approximately 4,300 full-time residents with seasonal influxes from multiple commercial fishery operations.
GENERAL DESCRIPTION: This position under the direction of the Director of Public Utilities provides a variety of analytical functions for the Department of Public Utilities, which includes electric, water, wastewater and solid waste utilities. Also serves as the compliance coordinator for utility operations to ensure that regulatory requirements for monitoring and reporting are met.
EXAMPLES OF WORK: Monitors utility permits and ensures timely reporting to regulatory agencies. Monitors changes to laws and regulations that may effect utility operations and prepares comments on draft bills and regulations. Compiles and analyzes a variety of data related to utilities and uses data to provide reports; make recommendations for operational and procedural changes; provide information to contractors and consultants; and develop revenue, expense, and budget projections. Maintains databaseÕs regarding utility operations. Conducts field work and collects data related to utility operations, environmental monitoring, and project planning. Resolves customer questions and complaints. Assists in development and presentation of information to City Council, City Manager, division supervisors, and other utility staff.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles, concepts, theories and practices of utility air, water, wastewater, and storm water permitting. Knowledge of engineering and scientific principles, practices and methods as applicable to utility systems; the standard methods, principles, and practices of utility operations; and the state and federal rules, regulations, acts and statutes related to utility operations. Have ability to conduct research and compile comprehensive reports. Have ability to maintain confidentiality and professional manner. Must have excellent written and oral communication skills. Have knowledge of office practices, procedures, filing systems, record keeping, and equipment. Must be proficient in a Windows environment including word processing, spreadsheet, and database software.
EDUCATION AND EXPERIENCE: A four-year degree in environmental science, biology, engineering or a related field. Minimum two years professional experience preferably related to utility permitting and regulations. Other combinations of education and experience which could provide the knowledge, skills and abilities listed will be evaluated on an individual basis.
LICENSES AND SPECIAL REQUIREMENTS: Valid Alaska Drivers License or ability to obtain one within 30 days of employment. As a condition of employment, this position is subject to background check and successful completion of pre-employment drug screening.
