KATV Channel 8, Arvada, Colo.’s government access channel, has received the Overall Excellence in Government Programming Award from the McLean, Va.-based National Association of Telecommunication Officers and Advisors. The channel won the category for channels with an annual budget of $250,000 to $500,000.
Baltimore, Md., has received the Customer Relationship Management (CRM) Excellence Award in the Large Enterprise Category from Stamford, Conn.-based Gartner. The city won the award for its 311 call center, which allows residents to reach all city departments by dialing one number.
Greensboro, N.C., has received an Outstanding Planning Award from the North Carolina Chapter of the Chicago-based American Planning Association. The city won the award for its Connections 2005 Comprehensive Plan.
The Fairfax County, Va., Department of Family Services’ Office for Children has received a 2003 Trailblazer Award from Falls Church, Va.-based E-Gov. The office won the award for Child Care Central, an online resource for child care information in the county.

MTA New York City Transit has contracted with a joint venture of New York-based Parsons Brinckerhoff and New York-based Richard Dattner and Associates to provide architectural and engineering design services for the rehabilitation of the Columbus Circle complex, which consists of two subway stations.
The Albany County (N.Y.) Airport Authority has contracted with Saratoga Springs, N.Y.-based Dufresne-Henry to design a 175,000-square-foot extension of the airport’s parking ramp for commuter and B-737 aircraft.
Long Beach, Calif., has contracted with Kansas City, Mo.-based HNTB to provide planning, architectural design and engineering services for various terminal and airfield projects at Long Beach Airport.
New Berlin, Wis., has contracted with Brookfield, Wis.-based R.A. Smith & Associates to provide construction services for the rehabilitation of Lincoln Avenue and to oversee the installation of a water main, sanitary sewer, lift station and associated force main along 179th Street.
Clark County, Nev., has contracted with San Diego-based Ninyo & Moore to provide materials testing services for the Durango Drive improvement project.

Upper Merion Township, Pa., has contracted with Manalapan, N.J.-based Schoor DePalma to design the Heuser Park Athletic Complex, which will contain football fields, basketball courts, softball fields, a baseball field, a football/tee-ball practice field and a playground.
Jacksonville, Fla., has contracted with a joint venture of Parsippany, N.J.-based Skanska USA Building, Gainesville, Fla.-based SL Construction & Remodeling, Jacksonville, Fla.-based Hernandez Enterprises and Jacksonville, Fla.-based QC Management to manage construction of a downtown courthouse complex.
Forsyth County, Ga., has contracted with Atlanta-based Heery International to manage a series of construction projects funded by the Special Purpose Local Option Sales Tax V. The projects include a library, a records storage facility and three fire stations.
Madison, Conn., has contracted with Danbury, Conn.-based Hawley Construction to build an addition to the city’s firehouse.
Hobbs, N.M., has contracted with Columbia, S.C.-based Wilbur Smith Associates to prepare a Comprehensive Community Development Plan, which will address growth.

The SeaTac, Wash., Police Department has contracted with San Diego-based ImageWare Systems to provide software to allow the department to exchange suspect information with King County, Wash.
Coles County, Ill., has contracted with Castle Hayne, N.C.-based Vision-AIR to provide a suite of software for the county’s public-safety agencies.
Calhoun County, Iowa, has contracted with St. Charles, Ill.-based Sidwell to install a GIS.
Water, water everywhere
The Metropolitan St. Louis Sewer District has contracted with Cambridge, Mass.-based CDM to design the expansion of the Creve Coeur pump station, which will increase the facility’s capacity from 43 mgd to 129 mgd. The firm also will provide design services for the diameter expansion of 38,000 feet of the Creve Coeur Creek trunk sanitary sewer.
Akron, Ohio, has contracted with Morris Township, N.J.-based Honeywell Automation and Control Solutions; Spokane, Wash.-based Itron; and Milwaukee-based Badger Meter to provide a comprehensive upgrade of the city’s water meters. The upgrade will allow Akron Utilities Department vehicles to collect data while driving by the meters.
Fayetteville, Ark., has contracted with Wheaton, Ill.-based RJN Group to design a series of improvements to the city’s wastewater collection system. The improvements include a new 40-mgd lift station and the expansion of an existing lift station from 6 mgd to 18 mgd.
Jackson, Miss., has contracted with Oakville, Ontario, Canada-based Zenon to provide membranes for the expansion of the O.B. Curtis Water Treatment Plant.
