Rutherford, Calif.-based eONE global and American Management Systems, Fairfax, Va., have signed a letter of intent to purchase govPay, the transaction processing division of New York-based govWorks.
Chicago-based Harza Engineering has created a consulting group to assist utilities, municipal agencies, energy companies and independent power providers with planning for water, land and energy resources. The group will provide Due Diligence, financial services and asset management.
Seattle-based Onvia.com, a business-to-business exchange for small companies, will acquire Plantation, Fla.-based DemandStar.com, a company that provides business-to-government e-commerce. The company will streamline procurement operations for government agencies and provide small businesses with government contracting opportunities.
The St. Paul Co., St. Paul, Minn., has announced its intention to purchase the municipality book of business from PENCO, a subsidiary of Nashville, Tenn.-based Willis North America. Under the transaction, St. Paul will purchase the right to renew the entire book of municipal business and the PENCO name.
Wirtgen America, a pavement milling machine provider, has opened a new headquarters in Nashville, Tenn. The $4 million office combines the North American operations of the Wirtgen Group, including Wirtgen America cold milling machines, Ham compactors and Vogele asphalt pavers.
The Commercial and Government Unit, of Rochester, N.Y.-based Eastman Kodak, has acquired Boulder, Colo.-based Research Systems, a designer of aerial-imaging software.
If you build it…
The Maryland Aviation Administration has awarded New York-based Parsons Brinckerhoff three separate contracts for planning, design and construction management services at Baltimore/Washington International Airport. The company will design a parking garage, a terminal building and access improvements, such as the relocation of a terminal return roadway.
Harris County, Texas, has approved the design of an $11 million parking garage that will provide parking at the downtown Courthouse Complex for visitors and employees, as well as special event parking during non-court business hours. The garage was designed by Houston-based Wayne Smith and Associates, and Kansas City, Mo.-based HNTB.
Jefferson County, Mo., has hired St. Louis-based Horner & Shifrin to design an athletic facility at River Bend Park. The facility will include a two-lane gravel access road, a gravel parking area, two soccer fields, and water and electric service.
The Metropolitan Washington Airports Authority has hired locally based Turner Construction to build two parking garages at Washington Dulles International Airport in Virginia. The $95 million project is scheduled for completion in August.
Getting There
The Texas Department of Transportation has retained Wheaton, Ill.-based RJN Group to perform engineering services for the widening of State Highway 10 from Bell Spur Road to Westpark Way in north Tarrant County, Texas. The project involves widening the existing four-lane section to a six-lane section with a 24-foot raised median.
The Dane County Regional Airport in Madison, Wis., has selected Kansas City, Mo.-based HNTB to complete an air service study. The airport will target new non-stop service to cities now served only by connections. The study will examine the feasibility of implementing more frequent flights to current markets, upgrading equipment to handle increased traffic and lowering fares for carrier service.
The North Carolina Department of Transportation Enhancement Program has awarded the Cary, N.C., Parks, Recreation and Cultural Resources Department $231,000 for phase IV of the Black Creek Park Greenway. The project will extend the greenway two miles and link neighborhoods to parks, schools and businesses. Construction will begin in 2002.
Torrance, Calif., has selected Irvine, Calif.-based RBF Consulting to prepare engineering construction documents for the Artesia Boulevard Improvement Project. The $10 million project includes a design for roadway alignment, pavement rehabilitation and additional road improvements.
One Man’s Trash
The Water Resources, Solid Waste and Public Health committee of Seattle’s city council has approved a partnership that will consolidate commercial garbage collection with two primary haulers, locally based Rabanco and Houston-based Waste Management.
The Metro Government of Nashville, Tenn., and Davidson County, Tenn., have contracted with Fairfax, Va.-based Gershman, Brickner and Bratton to prepare a long-term solid waste management plan. The company will assess the current provider of solid waste disposal and temperature control systems, Nashville Thermal Transfer, and make recommendations for improvement.
Plugged in
The Michigan Department of Transportation has contracted with Anaheim, Calif.-based Iteris, a subsidiary of Los Angeles-based Odetics, for projects totaling $5.6 million. The department will extend an existing ITS software maintenance contract. Additionally, the company will serve as the prime contractor for maintaining MDOT’s 180-mile Advanced Traffic Management Systems and Advanced Traveler Information System.
Washington Township (Ohio) Fire Department and Symmes Township (Ohio) Division of Fire have purchased Chandler, Ariz.-based FDonScene software and computers. The agencies will use the equipment for incident command.
Kennesaw, Ga., has retained Columbia, S.C.-based VC3 to redesign the city’s Web site and install Web site hosting, online account management and online reporting.
Lancaster County, Pa., has selected Exeter, N.H.-based Tyco International to provide a wireless network for its public safety communication needs. The $19.9 million contract will provide the county with equipment and implementation services for a countywide digital voice and wireless data network for the next three years.

Alameda (Calif.) Power & Telecom has finalized a $16 million contract with Evansville, Ind.-based Vectren Communications Services for construction of a hybrid fiber optic/coaxial telecommunications network. The new system will allow the municipal utility to offer telecommunication services to its customers in addition to the electric power it currently provides.
Safe at Home
Independent Fire Co. in Lebanon, Pa., has purchased a heavy-duty rescue unit from Appleton, Wis.-based Pierce Manufacturing. The unit will serve a population of 35,000 people and will respond to approximately 600 emergency calls annually. (photo)
The Kankakee County (Ill.) Emergency Telephone System has contracted with Schaumburg, Ill.-based Motorola to install a countywide radio network that will link police, fire and other emergency providers in the county.

Water, water, everywhere…
The Logan-Todd Regional Water Commission in Guthrie, Ky., has selected Palm Desert, Calif.-based USFilter to provide a micro-filtration system for its $55 million water treatment expansion.
Orlando-based Florida Water Services, a subsidiary of Duluth, Minn.-based Allete, has purchased Steeplechase Utility in Marion County. The Steeplechase Utility serves more than 550 customers in the Stonecrest community.
The Baltimore Department of Public Works has contracted with locally based Polle and Kent to upgrade one of the city’s wastewater treatment plants. The $3.2 million project includes the removal of harmful material from the grit removal facilities.
The Union County (Ark.) Water Conservation Board has approved a master plan for its water supply facilities. Submitted by Burns & McDonnell of Kansas City, Mo., the plan includes a new 65-mgd surface intake unit, a new treatment facility and pipelines.
McHenry County, Ill., has selected Crystal Lake, Ill.-based Baxter Woodman to prepare a comprehensive management plan for protecting its groundwater. The $580,000 project will take at least three years to complete.
The Massachusetts Water Resources Authority has contracted with Kansas City, Mo.-based Black & Veatch. The company will provide design, construction administration and resident inspection services for pipelines, which are located in Quincy, Milton and part of Boston. The project includes the replacement, rehabilitation or repair of 12 miles of 24- and 48-inch diameter water pipelines.
The Festus/Crystal City (Mo.) Sewage Treatment Commission has selected St. Louis-based Horner & Shifrin to design a new wastewater treatment plant for the two cities. The $3 million plant will bring the commission into compliance with water requirements and will accommodate the cities’ water demands until 2020. With a projected cost of $6.3 million, the project will be complete by April 2003.
The Dedham-Westwood (Mass.) Water District has renewed its water service contract with Voorhees, N.J.-based American Water Services, a subsidiary of American Water Works. The company will provide management, meter reading, billing, accounting, pipe repairs and treatment plant operations for five years.
Charlotte-Mecklenburg (N.C.) Utilities has signed a $3.1 million contract with Chesterfield, Mo.-based Insituform Technologies to rehabilitate more than 14 miles of aging clay sewers in the northeast section of Charlotte. More than 77,000 linear feet of sewers will be repaired without digging up the pipes.
East Windsor Township, N.J., has selected Manalapan, N.J.-based Schoor DePalma to upgrade a sewage pump station located in a flood-prone area and to construct a new sewage pump station. The $1 million project will include design, permitting and construction services and will be completed by December 2001.

Torti Gallas and Partners/CHK, Silver Spring, Md., has received an Honor Award from the Potomac Valley Chapter of the Washington, D.C.-based American Institute of Architects. The urban design and architecture firm was recognized for its work on a commercial corridor study in Charlottesville, Va.
HOK Planning Group, Atlanta, has received an Urban Design Award from the Dallas Planning Commission and the Dallas Urban Design Advisory Council. The firm was honored for its design of the City Center TIF Streetscape Project in Dallas.
Delano, Minn.-based Landscape Structures has presented San Francisco-based Barcelon & Jang with a play area design award for Washington Hyde Park in San Francisco. The award recognizes exceptional outdoor play area design.
The U. S. Army Corps of Engineers, New England District, has given an Outstanding Contractor award to West Chester, Pa.-based Roy F. Weston Engineers for sustained outstanding performance, cooperation and professionalism as a hazardous and toxic waste remediation contractor.
Two precast concrete producers have been recognized with awards from the New England Chapter of the Farmington Hills, Mich.-based American Concrete Institute. J.P. Carrara & Sons, Middlebury, Vt., has received an award in the category of heavy construction for a bridge over the Ducktrap River in Lincolnville, Maine. Northeast Concrete Products, Plainville, Mass., has received an award in the category of best bridge with spans less than 65 feet for a bridge over the Newfound River in Bristol.
OMI, headquartered in Greenwood, Colo., has received the Malcolm Baldrige National Quality Award. The award, sanctioned by the U. S. Congress, recognizes organizations that have achieved performance excellence and quality achievement.
Getting there
The Bradley International Airport in Windsor Locks, Conn., has selected New York-based Parsons Brinckerhoff to prepare a 20-year master plan. The company will analyze existing facilities and prepare forecasts and plans for the airport. Also, the Connecticut Department of Transportation has retained the company to develop a strategic plan that will include environmental and computer system implementation recommendations. The projects will be completed in fall 2001.
The Napa (Calif.) Public Works Department has contracted with New York-based Parsons Brinkerhoff to provide construction management services for three new bridges, which are part of the Napa River flood protection project. The projects also include channel work and bank stabilization adjacent to the bridges. Construction is scheduled for completion in early 2005 at an estimated cost of $21 million.
