And the winner is …
The restoration of Oakland City Hall has earned Carey & Co., a San Francisco-based historic preservation firm, a 1996 National Preservation Honor Award from the National Trust for Historic Preservation. VNB Architects, the Oakland Heritage Alliance, Michael Willis & Associates and Forell Elesser Engineers, all of Oakland, also received the award for their work on the land-mark building.
The governments of the District of Columbia and Prince George’s County, Md., were honored by the Government Finance Officers Association of the Washington Metro-politan Area and KPMG Peat Mar-wick LLP with Awards for Excellence in Government Service. The District of Columbia’s Office of the Chief Financial Officer won for Excellence in Financial Management for a three-part program that revamped the cash management reporting plan, sorted and prioritized payments and established a Vendor Information Center. Prince George’s County’s Office of Finance won the award for Excellence Demonstrated by Entrepreneurial Spirit for an employee-generated revenue enhancement program, and the county’s Police Department won the award for Excellence in Delivery of Services to Users for establishment of a Violent Crime Clearinghouse that improves the department’s ability to collect, analyze and share violent crime information.
The Leesburg, Va., Parks and Recreation Department has been awarded the 1996 National Gold Medal for Excellence in the field of parks and recreation management. The selection was based on service, continuing development, improvement, extent of future planning and degree of participant involvement and acceptance by the community. The award was established in 1965 and is sponsored by the Sports Foundation in cooperation with the National Sporting Goods Foundation and the National Recreation and Park Association.
Getting There
Parsons Brinckerhoff, Tampa, Fla., has been selected by the Florida Department of Transportation to provide construction engineering and inspection services for the reconstruction of Interstate 4, Segment 3, in Tampa. The project will reconstruct and widen three miles of I-4 from a four-lane road to a six-lane road.
Vista, Calif., has awarded a $1.7 million contract to Berryman & Henigar, San Diego, for construction management, structures and roadway inspection, materials testing and constructability reviews for State Route 78/Sycamore Ave., and State Route 78/Vista Village Way interchanges.
One man’s trash …
The Iowa departments of Economic Development and Natural Resources have hired R.W. Beck, Seattle, to study the economic effect of the state’s recycling activities in order to assess the impacts of recycling collection, processing and end-use on the state’s employment, income and tax revenues.
Cedar Rapids and Marion, Iowa, have retained R.W. Beck, Seattle, to help them plan and implement a curbside collection program. The project will involve a review of existing collection systems, identification of three preferred options
The Connecticut Department of Transportation has awarded Greiner, Rocky Hill, Conn., a third consecutive contract to inspect and appraise on- and off-system bridges in half the state. The project includes the inspection and appraisal of 262 complex and moderately complex highway bridges.
Dade County has awarded Frederic R. Harris, Miami, a contract to design a 1.5-mile westerly extension of the Metrorail system to the Palmetto Expressway. The $80 million project includes .8 miles of aerial guideway, .7 miles of at-grade guideway and a new at-grade inter-modal station that will accommodate buses and parking for more than 800 vehicles.

Construction has begun on a new 3,150-car parking facility at the gateway of Logan International Airport in Boston. Designed by TAMS Consultants, Boston, the structure will connect to the passenger terminal buildings via elevated pedestrian bridges and to the central garage by vehicular bridges. The first major project under Massport’s $1 billion Logan 2000 Program, the garage is scheduled to open in April 1998.
URS Greiner, Centerville, Ohio, has been named to a team of consultants selected to develop a reuse plan for the conversion of a nuclear facility at Miamisburg, Ohio, into an industrial park. The team is led by Sasaki Associates, Watertown, Mass.

The Columbus, Ohio, Department of Public Utilities has selected PlanGraphics, Frankfort, Ky., to develop a Construction Drawing Imaging and Management system to serve as a records repository for its sewerage and drainage division.
The Franklin County, Ohio, Recorder’s Office in Columbus has awarded a $1.4 million contract to Unisys, Blue Bell, Pa., for imaging hardware, software and integration services.

Smooth operating
Thomasville, Ala., has awarded a three-year, $1 million, contract to Professional Services Group, Houston, to operate, maintain and manage the city’s wastewater plant and water distribution facilities, which includes a 0.6 mgd primary waste-water treatment plant, seven pump stations, the wastewater collection system and the water distribution system.
Earth Tech, Long Beach, Calif., has been awarded a $5.2 million contract to provide complete operations and maintenance services to the International Boundary and Water Commission for the Nogales International Wastewater Treatment Plant in Nogales, Ariz. The contract is for one base year and four option years.
Water, water everywhere
Richard P. Arber Associates, Denver, is completing several water supply, wastewater and storm sewer projects for Idaho Springs, Colo, including a new filtration gallery in Chicago Creek, improvements to the city’s raw water reservoir, evaluation of copper concentrations in waste-water sludge and development of a system master plan.
An engineering consulting team led by Montgomery Watson, Pasadena, Calif., and CH2M Hill, Denver, has begun preliminary design of the Folsom South Canal Connection project for the East Bay Municipal Utility District in Oakland, Calif. The project will allow the district to take delivery of American River water near Sacramento under a contract with the U.S. Bureau of Reclamation.
Camp Dresser & McKee, Cambridge, Mass., has been selected to perform a second assignment for the Water Environment Research Foundation. The project involves assessing innovative techniques for managing biosolids from wastewater treatment plants.
A new wastewater treatment plant has opened in the village of New Richmond, Ohio. The plant, which will serve Clermont and Hamilton counties, will use state-of-the-art equipment made by Aero-Mod, Canton, Ohio.
The U.S. Department of the Interior’s Bureau of Reclamation has awarded a $1 million contract to Dames & Moore, Los Angeles, for the development of resource management plans for Potholes Reservoir and Banks Lake in central Washington. Each plan will contain an inventory of natural and land resources, including an analysis of their capability and suitability for future uses.

Capital Asset Research Corp., West Palm Beach, Fla., has been awarded a contract by the city of New York to co-service the city’s recent $215 million tax lien securitization placement program. It will handle fee servicing, management, maintaining custody of documents and collection of the securitized tax lien certificates offered through the New York City Tax Lien 1996-1 trust.
